Here's just a start . . .
1) Make AT LEAST 12 GALLONS of chili
2) Prepare chili in a licensed kitchen NOT IN A PRIVATE HOME.
3) Bring your chili heated to AT LEAST 140 degrees when you arrive or you will not be able to serve your chili.
4) Pay $40 non-refundable entry fee (501 (c) 3 exempt from fee)
